Edit: Not to mention all they would have to do is have the zaishen reveal that location. very very simple change.

They already did away with most of them: used to be, thre were no Pvp-only characters. Any Pvp anyone did, tehy had to PvE to cap skills, go to drok's to get decent armor, find or buy good weapons. There used to be strong links between PvE and PvP. And they were abolished because they were, in a word, unfun.
Pvp players don't necesarily WANT to take a character through an entire campaign just to play a specific PvP build. they didn't all want to play multiple characters through, then spend extra time going to sometimes hard-to-reach areas to cap elites. It wasn't fun for them, and was changed to a system that allowed PvP-only characters, and skills unlocked with Balthazar faction.
Now, for the record, I and many others feel that the favor system is confining (as PvP players felt about having to play PvE) and generally believe that it is NOT FUN for the players who actually want to go to FoW or UW. I don't think anyone will claim that not being able to go to an area based on what someone else does or does not do is enjoyable or fun.
And also: favor actually widens the dissent between both the PvE vs PvP camps, and the regions themselves. The mods here are good, but you still see a lot of "America just sucks" posts, just as, when America had favor all the time, you saw a lot of "Europe just can't play well" garbage. It's not a friendly competition, it's cutthroat and divisive to the community. And threads like this also show how deep the divide runs between PvP players and PvE. I've seen too many threads already about "if you want favor, earn it." No. I don't LIKE PvP, it's not fun in the least for me, and yet it continues to dictate terms of what I can and cannot play.
Let's scrap the useless, divisive, unfun mechanism that forces PvE to rely on PvP, just as they scrapped the boring and frustrating mechanisms that bound Pvp players into PvE.
